• BIODIVERSITY AND THE EU - Sustaining Life Â- Sustaining Livelihoods. Stakeholder conference in May 2004 in Malahide, under the Irish EU Presidency The Irish EU Presidency is calling stakeholders to a conference on biodiversity and the European Union. It will be a key event in a critical policy review process on biodiversity and the European Union, presenting the opportunity to re-orient EU policy in time to meet the 2010 targets to halting the loss of biodiversity, which were agreed by Heads of State and Government at Gothenburg (2001) and Johannesburg (WSSD, 2002). The Conference will be formative in defining the EU's response to the 2010 biodiversity targets. • Biodiversitet er liv - Grøn Uge 2006 afholdes i Brussels fra 30 maj til 2 juni

  Hvert år afholdes der Grøn Uge i Brussels med masser af aktiviteter om biodiversitet. I år er der 4 vinkler på temaet: de globale forhold, brug af naturressourcer, plads til natur og biodiversiteten og samfundet.

  Grøn Uge har konkurrencer for skoler: tegninger for 5-10 år og videoer for 11-16 år. Man skal tilmelde sig før 26 marts.

  Der afholdes en stor konference, hvor der også er plads til udstillinger. Tilmelding senest 17 marts.

• Biodiversitet og EU - stor konference i Malahide i Irland 25-27 maj Det irske formandskab afholder en tre-dages konference om biodiversitet og EU. Den er et led i den pågående diskussion om en revurdering af EU's politik der berører biodiversitet som natur beskyttelse, landbrug og fiskeri. Fra Danmark deltager repræsentanter fra Miljøministeriet og fra 92-Gruppen (en paraply for de grønne organisationer). Formålet er at samle kræfterne for bedre at nå målet for 2010 - at der ikke skal ske yderligere tab af biodiversitet. Dette mål blev sat af EU første gang i 2001 i Göteborg, men det er siden blevet understreget og gentaget i det globale møde om bæredygtig udvikling i Johannesburg i 2002, ved det pan-Europæiske ministermøde i Kiev i 2003 og igen bekræftet i Kuala Lumpur i februar iår ved den seneste parts-konference under den global biodiversitets-konference. • Biodiversitets indikatorer til at vurdere om vi nÃ¥r 2010 mÃ¥let - SEBI2010 processen I 2005 arbejdes globalt og i Europa med at udvikle indikatorer, der kan bruges til at vise om vi når frem mod Biodiversitets Konventionens mål for 2010 om ikke at miste flere arter, økosystemer eller genetiske ressourcer. På globalt plan er målet at væsentligt reducere tabet, mens det for Europa, herunder for EU er stærkere formuleret, nemlig at vi ikke skal miste mere fra 2010 og om muligt at genvinde noget af det tabte. Det Europæiske Miljøagentur EEA er sammen med Den Europæiske Kommission, Europarådet og UNECEs Europa Enhed gået sammen om en proces for at udvikle Europæiske indikatorer, der dels svarer til de globale, dels også viser hvad der sker i Europa. Indikator projektet kaldes SEBI2010. Det står for Streamling European Biodiversity Indicators for 2010. Der vil EEA efterhånden placere dokumenter fra de seks ekspert grupper og fra koordinations teamet. De seks grupper arbejder med: arter (herunder truede og rødlistede arter), økosystemer (herunder også fragmentering), genetiske ressourcer, invasive arter, kvælstof nedfald og bæredygtig arealanvendelse.   Den 8. partskonference om biodiversitet (COP8) holdes i Curitiba i Brasilien fra 20 til 31 marts.
   
  Der forventes delegater fra over 175 lande for at arbejde med en bred vifte af problemer, der har at gøre med biodiversitet og med Biodiversitets konventionen (CBD).
   
  Af særlig interesse for Danmark er diskussionen om hvordan vi når til at opfylde konventionens mål om væsentligt at reducere tabet af biodiversitet når vi når til 2010, i EU helt at standse tabet.
   
  Desuden er arbejdet med at skabe et globalt netværk af beskyttede områder centralt - Brasilien har i anledning af konferencen udlagt 6.4 millioner ha Amazon-regnskov som beskyttet område. Beskyttelse af havområder bliver også mere og mere vigtigt. Et helt anderledes men også meget vigtigt emne er adgangen til genetiske ressourcer og deling af udbyttet opnået fra dem.
   
  Fra Danmark deltager 6 personer fra Miljøministeriet, 1 fra Udenrigsministeriet og 1 fra NGO sammenslutningen 92-gruppen. Det er en lille delegation sammenlignet med mange andre landes, så der bliver travlhed med at dække alle de mange delmøder, der tit forløber parallelt.
   
  Der er som altid på forhånd sket en udstrakt koordinering inden for EU og herhjemme, således at der er tænkt og forberedt mandater til alle væsentlige punkter på den lange dagsorden.

• Danish timber procurement policy expands to all kinds of timber - a new 9-point-plan sets out actions to improve guidance and support implementation

  On 6.February 2006 Danish Environment Minister Connie Hedegaard launched a new 9-point-plan for timber procurement in Denmark. With this plan the Danish timber procurement policy will expand to all kinds of timber. Also, a number of follow-up actions will be undertaken in order to improve the present guidance and support implementation of the procurements policy in both central and local governments.

  The new 9-point-plan follows a thorough evaluation of the Danish guidelines on public procurement of tropical timber, which was launched in June 2003. The evaluation was carried out from September 2005 to January 2006. Its purpose was to examine impacts as well as identify scope for change and improvements.

  The aim of the timber procurement policy is to promote and encourage sustainable forest management. Denmark considers such user measures, focussing on all key criteria for sustainable forest management, as an important contribution also to achieving the CBD 2010 target.

• Danske biodiversitets indikatorer Herhjemme har vi længe haft en række indikatorer som viser aspekter af biodiversitet. Nu er vi igang med at revurdere og supplere dem. I løbet af et par år skulle vi have et sæt af biodiversitets indikatorer, der kan bruges til at belyse dels hvordan det går med biodiversiteten herhjemme i forhold til vores danske 'Handlingsplan for Biologisk Mangfoldighed og Naturbeskyttelse i Danmark 2004-2009' (http://www.dk-chm.dk/cooperation/F1084973763/1118385958), dels i forhold til hvor vi står i Europa (Den pan-europæiske SEBI2010 indikator proces, http://biodiversity-chm.eea.eu.int/information/indicator/F1090245995) og globalt i forhold til Biodiversitets Konventionen. Nogle af disse indikatorer har vi allerede. Mange af dem indgår i to store nationale sæt, som vedligeholdes af Miljøstyrelsen, og som er baseret på bidrag fra både miljøministeriets institutioner og andre dataleverandører. Det ene sæt er udviklet som instrument for Danmarks Nationale Strategi for Bæredygtig Udvikling (NSBU, http://www.mst.dk/tvær/07020200.htm), der blev vedtaget af Regeringen i 2002. • Den 22. maj er den internationale biodiversitetsdag Den 22. maj er af FN blevet udnævnt som international biodiversitetsdag. Fokus er i år er biodiversitetens betydning for fødevarer, vand og sundhed. • Det handler om naturen - Handlingsplan for biologisk mangfoldighed og naturbeskyttelse i Danmark 2004-2009 Handlingsplanen for biologisk mangfoldighed skal vurderes 2006-2007, blandt andet ved hjælp af udvalgte indikatorer for hvordan det er gået og forudses at gå. Vil Danmark kunne nå at stoppe tabet af arter og levesteder i 2010? I handlingsplanen beskriver Regeringen sine forslag til den fremtidige indsats for beskyttelse og udvikling af den biologiske mangfoldighed i Danmark. Handlingsplanen fastslår, at sektorintegration er et afgørende element. Naturhensyn må indgå i alle sektorer for at vi kan opnå en bæredygtig udvikling. Målet er at standse tabet af biodiversitet senest i 2010. Det skal ses både som et nationalt mål og som et led i de fælles Europæiske og globale mål, også for 2010. Handlingsplanen skal ses i forlængelse af 'Danmarks nationale strategi for bæredygtig udvikling' fra juni 2002. De helt nye regler i miljø-målsloven og i både naturbeskyttelses- og skovlovene skal bidrage hertil. Det samme skal de ca 60 mio.kroner til habitatområder, nye naturområder og mere bynær skovrejsning. Der planlægges en omlægning af mere end 100 000 ha statsskov til naturnær drift. Vandmiljøplan III skal bidrage til at de ferske vande og det kystnære hav og de tilhørende arter og habitater ikke får forringede vilkår og at der for mange forhåbentligt bliver reelle forbedringer. Senere forventes der udlagt ca 30 000 ha dyrkningsfri bræmmer langs vandløb og søer. Naturparks pilotpojekterne afsluttes i 2005, og så skal der tages stilling til om vi skal have sådanne parker. Da vil der også være naturplaner for alle 32 000 ha militære øvelsesområder. Handlingsplanen har 12 kapitler, der giver et overblik over hvad der rører sig i naturens og naturforvaltningens verden lige nu.   EU Kommissionens 'Meddelelse om målene for at standse tabet af biodiversitet i 2010 og i årene derefter' er det vigtigste samlende politiske dokument om hvordan EU og medlemslandene skal komme videre frem mod 2010 målet.

  Der er tale om tre dokumenter:  

  1.    Kommissionens Meddelelse (COM(2006) 216 final)

  2.   Annex 1 med Impact Assessment (COM(2006) 607)

  3.   Annex 2 med Roadmap og mål (COM(2006) 621)

  Handlingsplanen er bygget op på basis af en analyse af biodiversitets forholdene i EU. Selve planen indeholder 10 udfordringer i form af et såkaldt Roadmap med mål for hvad der skal nås og med forslag til hvordan det skal gøres inden for EUs rammer og nationalt. Der er også henvisning til de direktiver og programmer, der findes eller som mangler.

  Biodiversitets indikatorerne er værktøjer til at måle hvor langt vi er nået mod målet. Der er tale om en udvalgt samling af indikator sæt, som er tæt knyttet til det globale indikator sæt under Biodiversitets konventionen, men som nu omsættes til Europæisk regionalt niveau. Disse indikatorer forventes medlemslandene at bidrage til og også selv udvikle hvor det er relevant.

  Kommissionens Meddelelse behandledes af EUs Miljøministerråd på mødet i juni. Herefter forventes programmet at blive endeligt vedtaget før jul i år.

• EUNIS - The European Nature Information System has gone public on the web EUNIS is the European Nature Information System. It contains information on selected species, habitats and sites of importance for protecting Europe's biodiversity. The main content concerns the European Community Birds and Habitats directives as well as the Bern Convention. EUNIS has been developed for the European Environment Agency (EEA) by the European Topic Center for Nature Protection and Biodiversity. The web application has been developed with European Commission funds (IDA-II programme). EUNIS is a live system, which will change over time with new data. The latest data set covers all the nationally designated areas data delivered by countries as one of the EEA priority data sets. EUNIS was demonstrated at the Joint CHM meeting between the CBD Secretariat and EEA in Prague in September and at the EEA National Focal Point meeting of EEA in October 2003. • European Community implements the Bonn Guidelines on access to genetic resources and benefit sharing (ABS). When an EU company uses exotic plants like Aloe Vera for producing cosmetics it should share the benefits of this use with the country where the plant came from. This is the key message in a Communication just adopted by the European Commission. The use of exotic plants like Aloe Vera, Ginseng, Green Tea, Jojoba Oil, etc is widespread in the EU, particularly in cosmetics. Several industry sectors are investing in research to discover new applications for such so called "genetic resources" in medicines, cosmetics or agriculture. The Communication urges companies and research institutes not to take genetic resources from other countries - usually developing countries that are rich in bio-diversity - without their consent. European companies and research institutes should guarantee that the countries of origin get a fair share of the profits and research results arising from the use of their resources. The Communication from the European Commission to the European Parliament and the Council on 'implementation by the EC of the Bonn Guidelines' was adopted on 23 December 2003 .   På COP8 partskonferencen i Brasilien 2006 under Biodiversitets konventionen blev GBO rapporten frigivet.

  Den bygger blandt andet på den første anvendelse af nogle af de biodiversitets indikatorer, som fremover vil indgå som et vurderingsværktøj på den fælles vej frem mod CBD målet om at tabet af biodiversitet skal være væsentligt reduceret når vi når 2010.

• Malahide budskabet om biodiversitet - 18 fælles mÃ¥l for at stoppe tabet af biodiversitet før 2010 Mere end 200 repræsentanter for EU's nu 25 medlems lande og fra en række NGO'er enedes sidst i maj om 18 helt konkrete mål for hvordan vi tilsammen kan arbejde for opfylde EU's mål om at stoppe tabet af biodiversitet i 2010. Malahide budskabet blev sendt fra det irske formandskab til Europa Kommissionen og hjem til de enkelte lande, så det kan danne baggrund for de politiske beslutninger i EU og medlemslandene nu. Hovedbudskabet var klart: vi kan ikke nå målet, hvis ikke der bliver en konkret og målrettet indsats både inden for naturbevaring og i de vigtige sektorer som landbrug, fiskeri og skovbrug, men også inden for vand, turisme, transport og trafik, energi og miljøforurening.   Hvornår kommer foråret i Europa ? Hvor hurtigt går det ?

  Danmark deltager sammen med 6 andre Europæiske lande under ledelse af det tyske Miljø-agentur i projekt 'Naturdetektiverne' om registrering af de første fund af hvid anemone og senere også af to fugle arter i foråret 2006

  Alle kan deltage og indtaste observationer direkte til systemet hjemmefra om den første blomstrende hvide anemone, som I ser i de næste dage eller har set i Jeres område.

  Jeres observationer bliver lagt ind og gjort synlige sammen med alle andre observationer fra alle deltagerlandene. Efterhånden som flere og flere observationer kommer ind, vil kortene vise hvordan foråret drager op over Europa - gradvist eller i spring

  Systemet åbnede 6. marts for alle de 7 lande, der er med lige nu. Det er foruden Danmark og Tyskland også England, Frankrig, Estland, Belgien og Sverige

• Species 2000 Europa information Information about the Species 2000 Europa project is now available from the web site at http://sp2000europa.org/. The web site contains information about the six work packages under this European Community Fifth Framework Programme research project. The goal of the project is via a distributed organisation to assemble a Catalogue of Life for Europe. It will be a validated synonymic taxonomic checklist planned for all species in all groups of organisms. It will start with all of the known species of plants , animals, fungi and micro-organisms that are currently available, including an integrated view of the indigenous and non-indigenous species occurring in Europe. It will also test an electronic (e-Science) gateway enabling users to locate precise technical biodiversity information for species from other data systems in Europe and world-wide.

• Søndag den 22 maj er det biodiversitetens dag i hele verden Søndag den 22 maj fejres to vigtige og spændende ting: dagen er historiens dag herhjemme, og det er også biodiversitetens dag i hele verden. Biodiversitet eller biologisk mangfoldighed er samle-ord for alle dyr og planter og for vores mange slags naturtyper (hav, sø, agerland, skov, hede, klit osv), både de naturlige og dem vi lever af i land- og skovbrug og i fiskeriet. I år er der fokus på den betydning som både husdyr og vilde dyr og kulturplanter og de vilde planter har for vores samfund. Prøv engang at se hvor mange slags dyr og planter som I laver mad fra den 22 maj, eller hvor mange der er brugt til Jeres møbler, som står i Jeres vindueskarm eller i haven eller som I ser i grøftekanten. Vi er nødt til at sikre dyrene og planterne i tide og give dem plads og vilkår til at leve under, så de fortsat kan producere mad og tømmer og filtrere vores luft og vand, og så der også i fremtiden vil være rigtig gode naturoplevelser. Der er sat det mål for Europas biodiversitet, at når vi når til 2010 skal der ikke mere forsvinde dyr eller planter. Det er et højt sat mål, men det er klart nok. Vi kan ikke blive ved at miste planter og dyr, for vi får dem ikke igen, selv ikke med genteknik. Brug dagen og den kommende sommer til at udnytte nogle af de mange aktiviteter, der findes om vores biodiversitet. • The 2003 Environment Policy Review now published by the European Commission First Environment Policy Review highlights need to speed up reforms to better protect the environment and promote sustainable development. The European Commission on 3.12.2003 adopted its first Environment Policy Review on developments since 2001, highlighting current priority issues in the EU and national environmental policies. • The results from Kuala Lumpur: International consensus reached on fundamental steps to tackle the loss of biodiversity worldwide Â- important also for the European Community. The 7th Conference of the Parties to the Convention on Biological Diversity (CBD COP7) and the 1st Meeting of the Parties to the Cartagena Protocol on Biosafety (MOP1) ended on Friday 27 of February in Kuala Lumpur. COP7 could go down as one of the most important in the history of the CBD. COP7 achieved agreement on a focused and comprehensive work programme on protected areas and on indicators to assess progress towards the 2010 target of "significantly reducing the rate of biodiversity loss". Equally satisfactory is the outcome of MOP1. The Biosafety Protocol is up and running as the 1st Meeting of the Parties was a complete success setting the scene for an effective implementation and further development of the Protocol.
